Begging banned in Baghdad
However, the Iraqi government is not willing to tolerate this anymore. Beggars will now be arrested. The elderly beggars will be sent to old-age homes whilst the child beggars will be sent to orphanages or youth prisons. Begging is seen as both anti-social and a security risk because insurgents are increasingly using the homeless to perpetrate suicide bombings.
